In China's power systems, ungrounded neutral points are common. Single-phase ground faults generate capacitive currents from line-to-ground capacitance, often causing arcing that leads to system failures. Regulations require arc suppression coils when capacitive currents exceed 30A (10kV) or 10A (35kV), necessitating accurate measurement. Additionally, stray capacitance combined with PT parameters may trigger dangerous ferroresonance overvoltages, requiring precise capacitance measurement for risk assessment.  

Traditional methods (e.g., direct single-phase grounding, external capacitance injection) involve high-risk operations on primary equipment, with complex procedures and low efficiency. Modern PT secondary-side signal injection avoids these risks by applying low-level out-of-band signals to the PT open delta terminals, eliminating interference with protection systems or PT operations while bypassing 50Hz noise. However, existing instruments are bulky and inconvenient for fieldwork.
